James M. Hoskins

McCrary Institute Advisory Board Member

James “Jim” Hoskins retired as the Chief Executive Officer and Chairman of the Board of the Scitor Corporation. Scitor is a leading edge provider of systems engineering and technical solutions to a wide variety of space programs and C4ISR activities, within the Department of Defense and the Intelligence Community. His strategic vision helped Scitor make the critical leap from a small subcontractor to a highly respected prime contractor with a near 13 times increase in revenues during his tenure. Fortune magazine ranked Scitor as the 5th best company to work for in America and INC magazine ranked Scitor as a national grand champion for customer satisfaction. Washington Technology magazine ranked Scitor as the No. 1 M&A deal of the year for 2007 in its March 2008 edition. Prior to joining Scitor in 1994, Jim completed a 20-year distinguished career in the U.S. Air Force.

His government and military experience included key assignments at the National Security Agency (NSA), the National Reconnaissance Office (NRO), and the Intelligence Community Management Staff.  During his government service, he was nationally known for directing several path-breaking studies of large scale space programs, while guiding the strategic thrust and future development of some of the nation’s most important national security architectures. Hoskins has also participated in several national level commissions, including as a principal drafter of the “1992 Woolsey Blue Ribbon Panel” report that was delivered to Congress. Hoskins also led a DCI National Performance Review initiative to restructure a key Intelligence Community segment. During his tenure at the NRO, Hoskins was called upon to help establish a new operating office of the NRO in 1990 and ultimately became the initial architect and a principal drafter of the NRO Director’s Strategic Plan.

In recognition of his many contributions to the Intelligence Community at large, Hoskins received the National Intelligence Distinguished Service Medal, the intelligence community’s highest award from the Director of Central Intelligence (DCI). He also has been awarded the Bronze Medallion from the Director of the National Security Agency and two Defense Superior Service Medals from two different secretaries of Defense.

Hoskins has received the School of Engineering’s distinguished engineer award in 2006. He served two terms as Director on the Auburn University Foundation Board, and in 2022 received Auburn Alumni Association Lifetime Achievement award.

Hoskins was inducted into the state of Alabama Engineering Hall of Fame in 2013 and was on the Greater Washington SunTrust Bank Advisory Board for 10 years, a member of Trump’s Foreign Policy Advisory Committee, a member of the Trump Presidential transition team in 2016 and currently leads Triple H Ventures, a private family investment group headquartered in Alabama.
