The McCrary Institute for Cyber and Critical Infrastructure Security has brought together an impressive stable of experts shaping policy recommendations on national security, emerging technologies and cybersecurity. Our senior fellows include the first national cyber director; leaders from the NSA, FBI, CISA and other agencies in the Intelligence Community; and private-sector leaders with deep experience in cybersecurity startups, ransomware and artificial intelligence.
The work of McCrary Institute senior fellows has produced thoughtful insight leading to well-respected policy recommendations. Recent publications include a paper laying out the comprehensive threat from the People’s Republic of China and another encouraging a more thoughtful offensive cyber strategy. In December 2024, our senior fellows penned a report laying out a roadmap of policy recommendations for the incoming administration.

Critical Infrastructure and Emerging Technologies
Protecting America’s critical infrastructure is our core mission and this task force of experts helps us shape policy proposals that defend lifeline systems, especially energy, water, telecommunications, defense, space and finance. This group also keys in on the risks and opportunities to come from advanced artificial intelligence and the worrying security consequences from quantum computing.

Common Sense Cybersecurity Regulations
At a time when cyber threats to American critical infrastructure are intensifying, the current federal regulatory environment undercuts the ability of cyber defenders to focus on security. That is the costly reality facing thousands of companies navigating overlapping federal cybersecurity requirements, each with different forms, different deadlines and often the same questions asked in different ways. The McCrary Institute and the U.S. Chamber of Commerce have partnered to launch this task force that informs what a federal effort to streamline cyber rules can and should look like.

National Security and Law Enforcement
Today, the United States faces a cyber threat landscape that is shifting faster than relevant policy frameworks intended to address it. The United States remains structurally and doctrinally misaligned for strategic competition in cyberspace, complicating pre-crisis decision-making and coordination across military, intelligence and law enforcement authorities. This task force focuses on advocating for structures that deploy the full suite of U.S. government defensive and offensive cyber operations. Notably, it helps the public and private sectors move forward to deter adversary behavior, raise their cost of doing business and ultimately impose consequences on those who do act against us.

The greatest cyber threat to America’s critical infrastructure comes from the People’s Republic of China. This task force is charged with helping policymakers stay focused on the threat, educate critical infrastructure owners and operators about the threat, and shape policy recommendations that will help the public and private sectors work together to prepare, defend against and deter the rising threat from the PRC.
